into the city. Construction was a particularly risky industry with
potential for backhanders, price fixing and cosy subcontracting
arrangements on big capital projects. The Serious Fraud Office has
even considered setting up an office there. It is already
investigating a fraud that could be worth up to NZ$250 mln.
