How do some people from another country get there licenses when they cant speak english?

Hmmm. Phrases such as "Chen was reportedly prevented" and "Wang claimed" indicate to me not a lot of factual substance and more an article that is designed to fuel the "anti-foreign investment" argument than an article of any worrying substance. If they got the cash, let them buy I say. I bought land here before I was even a resident, no one wrote an article about me in this way!
